Does Microsoft offer good software to clean up, tune up and or optimize my pc's? And how do I know if my pc's are running as well as they could or should?

I don't think Microsoft provide such a specific software: you could try using the operating system tools or the Windows Sysinternals tools to optimize Windows performance.
