    I would like to install Windows Live OneCare on a Computer which is not connected to internet throgh download on a usb or DVD from another computer which is connected to internet.

    This is not possible. OneCare requires an active connection during install. Furthermore, if the PC does not connect to the Internet, you will encounter problems in obtaining updates to signatures, firewall rules and the program itself.
