So if I understand well, a resource's timesheet gets populated with actual hours which do not exist in the project plan?
First some questions: which Project Server version are you using? Did you activate the Single Entry Mode? Are actuals forced to come from the timesheet? Also how did you configure the prepopulation of timesheets (server settings/Timesheet Settings and Defaults)?
Also: does it happen to one unique resource or is it a general issue? Is it a bug that y ou can reproduce?
Basically, assuming you configure accordingly the prepopulation, the timesheets are populated with the resource assignments on the given period. Note that if the timesheet has been created prior to the assignment publication, then it has to been added manually
into the timesheet. Only the planned row is populated. The resource enters actuals which automatically replace the planned hours in the timesheet. Once approved, actuals also replace the work in the project plan.
Based on this explanation, we have to understand if you face a bug or if the process is just not understood correctly.
For example, if the actuals are forced to come from the timesheets, they cannot be entered manually in MS Project, thus you cannot have actuals in a future timesheet period coming from I don't know where..
