I'm not quite clear on what the situation is. Do you mean that your LiveID used for OneCare was transferred to Qwest and now that you have canceled your Qwest account, OneCare is expired? Was your OneCare subscription that you paid for started more than 12 months ago? Was that subscription with a different LiveID or the same LiveID as your Qwest account?
If the former, meaning you still have an active account for OneCare on a different LiveID than the one used with the Qwest account, you should see that account by signing in at http://billing.microsoft.com. You would need to use that LiveID to activate OneCare on your PC.
If the latter, and you no longer have an active OneCare account, you will need to purchase a new subscription - online during activation or by using a retail product key.
