Unable to open outlook express on windows XP

I am unable to open my outlook, I keep getting two pop-ups, one with a (0x800c013B) the next one says outlook could not be started because MSOE.DLL could not be initialized. Two days ago everything was working fine . My Anti-virus is current, any help would be appreciated

I recently had this problem, until my brother litterally deleted everything XP on my older desktop. I ended up calling my ISP, and making sure that the ISP code was for XP, and not Vista. So much of the XP is not supported after 10 June 2010. Make sure your mail is set to POP3, and Outlook is your default. I sure hope this was helpful.

Actually its a simple fix for the problem you are experiencing. First read the forum post at this link
Describes the same exact problems you have. That forum post references this Microsoft support article to fix the problem

If that doesn't solve the problem then post back. There are several things that can cause the "Outlook could not be started because MSOE.DLL could not be intialized" error.
