The Project Server Interface (PSI) in Microsoft Project Server 2010 includes both an ASMX Web service interface and a service interface for Windows Communication Foundation (WCF).

You will need to modify the solution & use the ASMX interface which can be used only through a front-end (Project Web App) URL. The URL for the public ASMX interface of the Resource Web service, for example, is
http://ServerName/ProjectServerName/_vti_bin/PSI/Resource.asmx?wsdl
