I've marked Dave's reply as the answer because it best meets my requirements, to wit: I needed to handle an off-topic reply in another thread but I didn't know it was covered as abuse -- until I read Dave's reply. ...Sorry, Richard. One method of contact is if you had some issue with a post you can use the Report as abuse which flags the post for moderation. The dialog also present a comment box where you can provide any details. Only moderators can see abuse details.

Determining who the moderators are is not easy. Contacting them is also difficult. Advice in this Wiki article:
Each forum has different moderators and owner. Which forum are you concerned about?

A quick check in that forum for stickies reveals a moderator and the forum owner.
but as Richard mentioned finding a contact for them may be difficult. The forums do not have a direct messaging option.

Dave linked to the "sticky" thread in that forum. A sticky is a thread that a moderator has marked to stay at the top of the list of threads in the forum until a set date. In that thread, Anthony_Mann has "owner" next to his name, so he is the owner of that forum. Dave and I have "moderator" next to our names in this thread, but that only means we are moderators in the "Forum Issues" forum.
Edit: In that forum I see user "yilia zhau" is a moderator.

What are "stickies"?
Regular forums posts appear in chronological order. Stickies (such as the one I linked) are locked to the top of a forums by moderators and or owners.

How do you see that, Richard? What is the URL of the page you are looking at?
I tried https://social.technet.microsoft.com/Forums/windows/en-US?forum=win10itprosetup but I don't see anything indicating a moderator.

You can see by looking at any of the threads a user participated in, in that forum such as this one.

I saw the moderator in this thread:
This user also shows as "MSFT CSG", which I think means a contractor. I see no contact information in the profile. I saw another moderator, but it was in an old reply, so may no longer be active.

Yea, there is no option in these forums for direct contact. You can but note that I don't have any interactions or connections in the Windows 10 IT Pro forums.
