Windows Activation Service (slui.exe) does not run when started. Error 0x8002801D. Please help.

First time asking a question on a forum because I'm lost. Read a lot of responses to similar questions to try to fix this but not helping. By the way, I'm not a very smart person in computers so some more easily explained instructions would be helpful.
Trying to click 'Activate Windows now' or using elevated command prompt to run slui.exe doesn't do anything. Going to event viewer, it is described as this,

Some more info.
Doing the net stop sppsvc, cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
rename tokens.dat tokens.bar
cd %windir%\system32
net start sppsvc
slui.exemethod in command prompt doesn't work as slui.exe does not run.
slmgr.vbs /dlv command in command prompt works fine and shows the windows script host info.
I'll be honest, this was part of a computer I bought that was already activated and completely genuine. After a year, this common error 'Computer is not running genuine Windows' Error 0x8004fe22 came up with the MGADIAG report saying 'run slui.exe 0x2a 0x80070002' in the 'licensing' tab.
I was following Noel D Patton's help to somebody else with a similar problem on answers.microsoft.com to Nick Clegg 'Get error 0x8004fe22 - computer is not running genuine Windows'
and ran the same registry changes that he detailed there, which got the Validation code to 0 rather than 0x8004fe22 and caused licensing info to show up. But now I just can't activate it. Please help and thank you.

I can't see anything amiss there - which means that I am out of ideas. :(
All I can recommend is either a repair install, or contacting MS WGA support direct.

If SLUI doesn't run, there's something amiss -
you say you've already attempted to repair the Licensing Store - but the Key showing in the report is still the OEM_SLP Key, and it's showing as being inside the grace period, rather than properly self-activated. (which may be why SLUI is failing)
Try changing the Key to the one on your COA sticker using the following command...
SLUI 3
follow the instructions
If it fails to do anything, please post your Windows event logs, and CBS.log file to your SkyDrive
Please open Event Viewer
In the left pane, navigate to the Windows Logs
right-click on Applications and select 'Save all events as...' save as Apps.evtx
repeat for the System logs - save as Sys.evtx
Compress both files, and upload to your SkyDrive - post a link.

Unfortunately, nothing happens when slui 3 is tried in command prompt, except that each time in event viewer it comes up with the same message

This error is usually caused by a .NET problem (so far as I know) - we need to hunt it down
Please run the following commands in an Elevated Command Prompt

Post the results
Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

The registry entries are correct - but the file sizes look a little strange to me.
Unfortunately, it appears that SFC can't scan those files directly
Please run a full CHKDSK and SFC scan....
Click on Start > All Programs > Accessories
Right-click on the Command Prompt entry
Select Run as Administrator and accept the UAC prompt - the Elevated Command Prompt window should pop up.
At the Command prompt, type
CHKDSK C: /R
and hit the Enter key.
You will be told that the drive is locked,
and the CHKDSK will run at he next boot - hit the Y key, press Enter, and then reboot.
The CHKDSK will take a few hours depending on the size of the drive, so be patient!
After the CHKDSK has run, Windows should boot normally (possibly after a second auto-reboot) -
then run the SFC.
SFC -System File Checker - Instructions
Click on Start > All Programs > Accessories
Right-click on the Command Prompt entry
Select Run as Administrator and accept the UAC prompt - the Elevated Command Prompt window should pop up.
At the Command prompt, type
SFC /SCANNOW
and hit the Enter key
Wait for the scan to finish - make a note of any error messages - and then reboot.
Copy the CBS.log file created (C:\Windows\Logs\CBS\CBS.log) to your desktop (you can't manipulate it directly) and then compress the copy and upload it to your SkyDrive Public folder (http://skydrive.live.com ) and post a link to it so that I can take a look.
Post a new MGADiag report with details of any error messages encountered.

The CBS log is showing a number of errors like those above.
These relate to the CAT and MUM files used for updating - and we need to check these...
Please download and save the CheckSUR tool from http://support.microsoft.com/kb/947821
(you'll need to look in the details for Windows 7, downloading from the Microsoft Download Center)
Run it - The tool can take anywhere from 5 mins to a couple of hours to run (or 'Install') depending on how much it has to do, and may exit silently - it may appear to freeze for most of that time, but be patient.
The result is logged in the C:\Windows\Logs\CBS\CheckSUR.log file - and an archive …\checksur.persist.log file
Then zip the CheckSUR.log and upload it to your SkyDrive Public folder so I can take a look - post a link in your reply.

A few errors were found, but they were involved with Internet Explorer's Hyphenation and Spelling so I'm not sure if this is responsible.

The errors that CheckSUR found are common in IE10 installs - MS is looking for a solution, currently - and are unfixable.
I'm not sure why SFC/CBS sees the errors I highlighted, while CheckSUR (which is designed to see such things) doesn't.
However - there appears to be a fix....
Open an Elevated Command Prompt, and run the following command....
dism /online /remove-package /packagename:Package_for_KB976932~31bf3856ad364e35~amd64~~6.1.1.17514 ,
reboot on demand,
then run another MGADiag report, and go to Windows Update, and see what's offered. If KB976932 is offered, attempt to install it.
You may find that you will have to uninstall and reinstall SP1 to properly cure the problem.

I was afraid of that - the error translates as "You are trying to uninstall a package that was installed on the computer and is now permanent. Therefore, this package cannot be uninstalled. "
Your only option would appear to be a repair install.
If you don't have a Windows 7 SP1 disk to hand... Download the SP1 Refresh for your language and edition from the links on these pages...

The links are for downloads from the Digital River servers run for MS, so are about as safe as you can get :)
Once you have it downloaded, you then need to burn the DVD from it - use either the Windows Disk Image Burner, or (better still) your favourite burning application at the slowest speed possible.
Note that you do NOT 'drag and drop' the file to the disk, you must use the 'burn an image' option from your app - or you'll end up with a useless coaster :)
Once you have the disk burnt, check that it boots the (or any other) system OK - but do NOT start the repair from there - you must start the repair from within a normal Windows boot.

Hi Noel, its me again with the same issue. I hope your still available.
Rather than doing a SP1 refresh and losing my settings/services, I chose to restore my computer using an Acronis image file I had of two months ago. For the past few days I reinstalled and updated my software and this same problem occured again, "Error 0x8004fe22". This time I tried fixing it using your instructions and registry fixes in http://www.sevenforums.com/windows-updates-activation/261481-suddenly-windows-7-not-genuine.html and had the same results as your other client until the very end, where his issue was fixed and license status was 'licensed', however mine went back to the previous state of being in a 'grace period' where my computer deactivated and slui.exe would not run. Following your previous instructions to me again, I managed to run dism /online /remove-package /packagename:Package_for_KB976932~31bf3856ad364e35~amd64~~6.1.1.17514 this time (Last time I deleted the SP1 installers to save space) and then went to Windows Update and updated my computer, including SP1 again. However this has not fixed the problem. Windows is not activated and slui.exe cannot run. Do you have any idea for how I should fix this? Below is my new MGADIAG.
However one thing that may be different is that now in event viewer it says Licence Activation (slui.exe) failed with the following error code: 0x80030002

Also below in the next post are any relevant logs you may wish to view. The CHKDSK and SFC scan has been done before the CBS.log was made. No problems were found during the scans. Also the 'unexpected or missing value "packagename" error' in the event log is related to my program Acronis true Image. I can uninstall and reinstall ATI if you think this error is relevant.

Your BIOS date is Jan 24 2013.
BIOS of that date may actually be non-compliant with Windows 7 installs.
For what version and edition of Windows is your computer licensed, according to the COA sticker on the case?
The 0x80030002 error you quote is not one I can recall ever seeing before - and my records have no 'translation' for it. What little I can find indicates that it's a very generic 'dunno' error, and we'd have to search deeper for a real error.
Please open Event Viewer
In the left pane, navigate to the Windows Logs
right-click on Applications and select 'Save all events as...' save as Apps.evtx
repeat for the System logs - save as Sys.evtx
Compress both files, and attach to your reply.

Also I checked in the BIOS and you're right, the BIOS time is 24 Jan while my system time is accurate. Even if Windows Time is enabled and starts automatically, they are not synchronising. My BIOS is uptodate. Just in case you think this is relevant.

The System log is mainly complaining about the uPnpHost service - so we'll have a look at that.
Open a Elevated Command Prompt, and run the following commands.
NET START UPNPHOST SC QC UPNPHOST SC QUERYEX UPNPHOST SC QPRIVS UPNPHOST SC SDSHOW UPNPHOST SC QSIDTYPE UPNPHOST .
post the results, and we'll see where we are.
There's also a number of events In the Application logs, with errors such as
Unexpected or missing value (name: 'PackageName', value: '') in key 'HKLM\Software\Classes\Installer\Products\35CEEADAFA4294A48B2757CFDB5A9961\SourceList'
and it may be this which is causing your problems running CheckSUR.

The service seems to be running happily enough at present - and all the settings appear normal
Please clear the Event Application and System logs, then uninstall Acronis, and reboot twice -then reinstall it and reboot twice, then post the new logs.
That may give me a chance to see if it's causing the problem , or unrelated.

OK, i've reinstalled and rebooted twice Acronis True Image. It seems that some files were missing and I needed to use Acronis True Image cleanup tool.
However this does not have seemed to do anything, and activation still doesn't work. The logs are below.

One of the ideas of removing Acronis was to reduce the likelihood that it was causing the problem - the associated errors appear to have gone now. and made things a little easier to read.
next job is to try to remove the other errors present in the System log
The driver \Driver\WUDFRd failed to load for the device USB\VID_147E&PID_2016\6&38fe0fa0&0&3.

The description for Event ID 27 from source e1cexpress cannot be found. Intel(R) 82579LM Gigabit Network Connection
Service 'WMPNetworkSvc' did not start correctly because CoCreateInstance(CLSID_UPnPDeviceFinder) encountered error '0x80030002'.
These are all networking-related, apart from the first, which is for a fingerprint reader driver, so far as I can tell (does that make sense?)
The Networking errors are of more concern, for two reasons
1)one has the same error code as the SPP error
2) Networking is involved in SPP...
I suggest starting by resetting the WINSOCK services....
Open an Elevated COmmand Prompt, and run the following command
NETSH WINSOCK RESET
reboot on request, and see if that helps.

I just reinstalled my ThinkPad 1x1 11b/g/n Wireless LAN PCI Express Half Mini Card Adapter driver however the same 'file not found' error for rtlihvs.dll still occurs. Looking up the dll file, it seems to be involved with the Realtek RTL8723AE Wireless LAN 802.11n PCI-E NIC module, and I'm not sure if I'm supposed to have that file as I don't have any Realtek hardware on my laptop. Please download RegScannerx64 from http://www.nirsoft.net/utils/regscanner-x64.zip
Extract the contained files to a folder, and read the notes at http://www.nirsoft.net/utils/regscanner.html
Open RegScanner, and in the Search box, type
Rtlihvs.dll
Select 'Registry item contains the specified string' from the Matching droplist
make sure that all four boxes in the Look at: line are ticked
put a tick in the 'Scan the following base keys box, and highlight just the
HKEY_LOCAL_MACHINE entry in the list
UNtick the 'Exclude the following...' box, and click OK
When the scan is complete, click on View , and select HTML Report, All Items

- don't install them yet, until I've been able to confirm that they are the correct ones for your hardware, and tried tracking back through the registry.

Actually I've just looked through my network adaptor's properties and you're right, I do have a RTL8192Ce integrated card. I'm just wondering about the link you gave me, as it says it's for RTL8191SU, a different model. Unfortunately going to Realtek's support page they do not have a driver for RTL8192Ce so I'm not sure what to install.Saturday, April 13, 2013 1:18 PM

Sorry about the delay - real life got in the way!
Try installing the drivers that I linked to - with luck they'll work (although I can't find that file in there, it may not be required for that set of drivers)
Make sure that you have a System Restore point set first.

Links for logs are below. It's interesting that in the system log, the error entry for Windows Media Player Network sharing service comes up with a upnp error that has the same error code 0x80030002 that slui.exe has. I think we're onto something here.

Unfortunately the '0x80030002' is a 'Unknown Error' flag, so they could be totally different causes :(
Let's go back to first principles, and learn all we can about the SPPSVC which is intricately involved with slui operations....

I can't see anything amiss there - which means that I am out of ideas. :(
All I can recommend is either a repair install, or contacting MS WGA support direct.
