Bcmwltry.exe Problem

  Just , regrettably, downloaded Internet Explorer 8 to another laptop and, after duty restart,  now get  repetitive error 'bcmwltry.exe' ' the application has failed to start because iertuti.dll was not found. Re-Installing the application may fix this problem'. 

  No access to start button or other applications and, as this is a Dell Inspiron 5150 on an external screen (due to successive and expensive failures of Dell LCD screen) I am unable to start in safe mode -  what can I do?
