I am trying to do a backup and One Care processes up to 10% and then tells me it can't find my disc burner. I have already had my computer looked at by experts and there is nothing wrong with my disc burner. What is the problem?

It is possible that other software installed and/or running on your PC is conflicting with the OneCare backup component or something is broken with OneCare. I recommend that you contact OneCare support -
