Blocked VLK

Question
-
We have been using a 12 user Volume Licence for Windows XP for many years. Last week, one of the users reported a Non Genuine message, black desktop and continuing notifications that their Windows installation was not genuine.
I've MGADiag tool on that PC as well as a number of others that use the same VLK and they all report the Validation Status as Blocked VLK. However, none of those are reporting any other notifications, or black desktops etc.
We have 12 users using this VLK at present, but it was previously used on a number of now defunct PCs. Could this be that we have exceeded the maximum number of users and this is the reason why the VLK is blocked?
I can't see any other reason why this VLK is now not valid.
If I can find our Certificate of Authenticity, is there anyway I can correct this issue.
Below is the report from the initial PC reporting the problem:

You will need to contact your local Microsoft Volume Licensing Service Center and ask for assistance.
