I am now suddenly required to Validate Office and it fails.
PC = Dell 8200
Purchase Date = Nov 2002
Office XP Professional with Publisher Version 2002 bundled with PC from Dell.
PC has never been for repair, if fact it has never left the house since purchased.

Looking at the dump above it appears Office is not activated. I am sure I activated the software when I first purchased the PC. I have just now gone thru all products (Access, Excel, Powerpoint, Publisher and Word) and when I try and activate them, a message is returned saying "This product has already been activated".
What gives?

There have been a lot of customers reporting the same thing as you have: on a longtime activated and validated installation of Genuine Office XP, all of a sudden OGA validation tells you that Office XP is not activated, but Office XP thinks it is.So far, a very effective, quick, and easy-to-do solution has been to follow Method 2 in this MS KB article: http://support.microsoft.com/default.aspx/kb/903275/en-us
