Windows Installer 3.1 will not install on XP Home SP2.

Question

Windows Installer 3.1 starts to install and then stops and uninstalls. I have ADMIN rights so it should be able to access all files.
What can I do to fix it?
I also cannot install the SP3 update.
Thanks,
Ron
