Hi,
You require Windows Server 2008 64 Operating System for CRM 2011 installation and if you have already have the server then in your system (could be XP, WIndows 7, Server 2003 etc) you need only Visual Studio 2008/2010 (even express edition will do the job) for starting development for CRM 2011. SDK and Training kit contain documentaiton, lot of samples and training labs.

Well, CRM 2011 requires Server 2008 x64 at least to run, so if you're looking to run a local copy of CRM to work with, you're going to need to update it, first.
Also, Microsoft Press has Programming Dynamics CRM: http://www.microsoft.com/learning/en/us/book.aspx?ID=12790&locale=en-us That is the 4.0 version, but the 2011 version should be out soon.

Yes you can..you only need to install CRM 2011 Server on a Windows Server 2008 64 bit machine.

You can do that but crm2011 development model is fairly different than crm 4.0?
There is no odata and rest endpoints in crm 4.0. No dialogs in crm 4. no webresources etc.
I would suggest , stick to crm2011.
Anyhow here is link to crm 4.0 vpc image if you are interested.
You have to microsoft partner to download it.
Even better you can try crm2011 for 30 days for free.
Then you can start looking at code and stuff.
