Failed to unblock email address

  Hello there, my friend's hotmail had been blocked because of the junk mail issue.
  
  Thus, he am trying to unblock it now.
  
  Unfortunately his alternate email address is not working as well and thus cannot receive any code.
  
  Therefore he ask for my help and I found this forum and hoping the developers can see this.
  
  He cannot post anything here because he cannot even login his email. 
  
  Is it possible to change the alternate email address given?
