If you turn off the One Care firewall can you upload photos? To turn off the One Care firewall open One Care>Change Settings>Firewall>Off.

I don't think that OneCare would be blocking your photo uploads if you are able to browse the web unless your uploads are done with a 3rd party program that is being blocked. If uploads work after turning off the firewall, per Jim's advice, please contact OneCare support.
