If you canceled your Qwest service and your @msn account was tied to the Qwest service, they have canceled your accounts with the LiveID - despite the fact that you paid for OneCare and were not using the partner deal.
I doubt that Qwest can help and I'm hopeful that you can get help from OneCare support. Note that your @msn email is fine as it has reverted to a free Hotmail account from a "paid" premium account. The LiveID remians yours and is not affected. However, your OneCare subscription was likely terminated by Qwest.
