Cannot open WHS restoreCD.msi

I have downloaded the latest WHS RestoreCD.msi from www. microsoft.com/download.
When trying to run/install this file I get the message:
"This installation package could not be opened. Contact the application vendor to verify that this is valid Windows Installer package."
My Windows installer is version 4.5.6.6001.22159.
Also tried:
- disabling Antivirus
- emtying temp folders.
Is there anywhere I can get the iso file without the msi wrapper?

You have probably encountered a corrupt download. Try downloading the file again.

I need a bootable restore CD as I am unable to boot the system to install the restorecd.msi file. My original restore CD was bootable. Is there another download that I need to use? This appears to be a very daunting task based on what I read.
