Where should I ask about syntax and parameters for Windows Mobile 6.5: Configuring SIP Server Settings?

I've found http://msdn.microsoft.com/en-us/library/bb737270.aspx and related links/pages/examples. But I have more questions about the specific syntax of xml file.
