Hello configjunkie,
Your Diagnostic Report indicates that Vista's Licensing Store maybe corrupt or unreadable for some reason. Please try the below steps to recreate the Store.
1) Open an Internet Browser window.
2) Type: %windir%\system32 into the browser address bar.
3) Find the file CMD.exe
4) Right-Click on CMD.exe and select 'Run as Administrator'
5) Type: net stop slsvc (it may ask you if you are sure, select yes)
6) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareLicensing
7) Type: rename tokens.dat tokens.bar
8) Type: cd %windir%\system32
9) Type: net start slsvc
10) Type: cscript slmgr.vbs -rilc (It may take a long time for this to complete, please be patient)
11) Restart your computer twice.
12) You may be required to enter the Product Key and/or Activate.

I downloaded the scan/diagnostic tool, and have pasted a copy. Has anyone noticed, or am I imagining things, that I did not have this problem untill I downloaded IE 8. I was reading somewhere that IE 7 prevented the validation tool from running, or downloading automatically. Does anyone know is this accurate? My laptop came from hp with the operating system installed, and it worked fine for about 1 1/2 years, and now that I downloaded IE 8, it keeps saying this copy of windows is not genuine, and it keeps asking me to validate, but then it does not pass the validation. I called hp, they said to call microsoft, so I called microsoft, and they told me to call hp. Either way, every one has their hand out for money to fix this. I also read that the code key from the factory, and from microsoft are two different code keys. Please get your %@#$ together, and use the same code keys, or whatever you have to do. It already costs us enough for systems, and software. Please. Someone come up with a solution.
