MSDN and System Center Licensing

Question

We want to build a non-production environment for developers based on only VS PRO with MSDN licensing. (All those who access the servers have VS PRO with MSDN and the servers are not licensed.) We also have System Center to manage production servers. I was told that we need to use production OS licensing in our non-production environment to use System Center to manage the servers. Any licensing advice on how one correctly uses System Center with a MSDN licensed environment?

The MTM forum is used to discuss the question/issue related to Microsoft Test Manager, your issue is not related to it.
On the other hand, for license issue, please call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist, and you can get more detail information from there. Yes, it appears that the use of System Center is limited with MSDN and not included with MSDN PRO at all. We will be buying production licenses for development it appears. Thanks.
