Hi Santosh,
if you change a specific period to "Closed" in Server Settings - Time Reporting Periods, user will not be able to change actual hours for this period. With SEM enabled, they are prevented from changing in timesheet and task page.

Hi,
for question one: go to server settings - Time Reporting Periods. Select "old" period in your list and change "Open" to "Closed" in the last column.
Ad2: Task updates are designed to give PM control about status of his project. Timesheets let timesheet managers (most of the time the manager of a resource) give control about everything (or at least all project effort) performed by his team members. If you enable SEM (Single Entry Mode) in Server Settings - Timesheet Settings and Defaults, users can use Tasks and Timesheet to enter their actual work and it will be kept in sync.
Does that help?
