Typing "explorer" opens a Desktop RRS feed

  • Hello,

    I have a Windows 10 Enterprise 2016 LTSB image.  This image boots to a user and the boot shell is the Command Prompt.  When it starts up and I type "Explorer" instead of opening an Explorer window it opens a Desktop.  Does anyone know if there is a way to change that behavior, so that it opens and explorer window instead of the desktop?
