Security 7.1 toolbar

  This thing is horrible.  I'm writing for my Mom because she can't even get past this message to even get online.  When she turns her computer on, the screen goes blank and this security tools warning pops up.  We hit the cancel button "Continue unprotected" and the screen goes black except for the tool bar down at the bottom.  We are able to shut down the computer as normal and access the start button, but as soon as we click on a program such as "spybot" it goes to this security warning and this screen pops up wanting us to buy their software.  I clicked on the support button on the security tools screen and it won't let me access it unless I buy their software.  I'm at a loss.  I don't even know where to start.  Any help would be greatly appreciated.
