Can not run Microsoft Fix it Center on XP SP3 after install and reboot

  I "successfully" installed MS Fix It Center and rebooted my XP Computer as an administrative user. Then upon double clicking on the "Microsoft Fix it Center" short cut on my desktop I am presented with an hour glass icon and then nothing happens. I do not even see it in the the task manager process list. There are no error messages displayed. I have MSXML 6 Service Pack 2 installed as well as the MSXML 6.0 SDK. I have .NET Frameworks 1.1, 2.0 SP2, 3.0 SP2, 3.5 SP1, and 4.
