Please check your Event Viewer and check under Applications. I wonder if OneCare has been interupted by some other application or service. Unless we have more information we have limited information to work with.
Right click on My Computer, Manage, Event Viewer, Application and or OneCare and see if there is anything that is referencing the behavior such as an error message or error codes.
If you are able to find anything please repost.
I am not aware of a quick fix but in the event OneCare is not working because of another antivirus or firewall program, you may need to remove those existing applications.
