There may be a solution in code but outside of that, the only ways I can think of doing it are with the manual discunt field. You can either remove volume discounts and add them in manually or you can adjust the attribute to allow for negative numbers and put in a negative discount to reverse the effect of the volume discount.

What I'm now planning to demonstrate to the customer is to create a new relation to quoteproduct and from there let them write the discout. Then create a plugin that writes that discout to the manual discount on the quote. Haven't tested it yet. Had hoped there was some simple step to turn it off.
