The cleanup tool can be found here: http://download.microsoft.com/download/4/c/b/4cb845e7-1076-437b-852a-7842a8ab13c8/OneCareCleanUp.exe
Save the file to your desktop. If on Vista, right click the file and select Run as administrator.
See this KB article for the .Net Framework issue indicated by the 0033 error:
http://support.microsoft.com/kb/912968
Once the PC has rebooted after the cleanup and repair of .Net Framework, try installing once again from http://onecare.live.com and activate/subscribe with your current subscription LiveID.
If this still does not work, please contact support for help.

Additionally, here is more detailed information on how to repair .Net Framework:
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.
Alternatively, see this KB article:
http://support.microsoft.com/kb/306160
To remove a corrupt .Net Framework install, use this tool:
http://astebner.sts.winisp.net/Tools/dotnetfx_cleanup_tool.zip
The download of .Net Framework 2.0 can be found here:
To repair .Net Framework 2.0 and 3.0 on Vista, see this blog entry:
Note that after repairing or reinstalling .Net Framework, you will need to reapply the .Net Framework 3.5 SP1 update via Windows Update.
If the above does not resolve the problem with OneCare, please contact support:

sorry none of these are working. the http://download.microsoft.com/download/4/c/b/4cb845e7-1076-437b-852a-7842a8ab13c8/OneCareCleanUp.exe link will not download and says error c:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\mscorwks.dll could not be loaded. Also the link http://astebner.sts.winisp.net/Tools/dotnetfx_cleanup_tool.zip will not open because it says it does not exist.

Apparently, the cleanup tool has moved, which you would have noted if you followed the blog entry and subsequent trail of links within his blog posts for the author in my reply above. The tool can be downloaded from here:
http://cid-27e6a35d1a492af7.skydrive.live.com/self.aspx/Blog_Tools/dotnetfx_cleanup_tool.zip
Clearly, the reason for the cleanup tool failure is the fact that .Net Framework is damaged, unfortunately.
So, download and run the cleanup tool for .Net Framework above. Then install .Net Framework once again.
Then try the OneCare cleanup tool and finally install OneCare.
And, I'll remind you that support is available for you, too.

If you don't have OneCare on another PC that is working, use the instructions for a trial user to reach support via email and explain that you are a paid subscriber, providing your subscription LiveID and asking for the support phone number.
