Switching Between Cellular & WIF

  I need your help here where i have a device with Cellular & WIFI but i prefer Cellular to be my first prior connection and WIFI as secondary , so i need a script where it can trigger whenever Cellular not able to ping my production IP it should switch to my WIFI network automatically or else maybe can disable WIFI if found there is active cellular connection and to Enable back my WIFI if found Cellular is Inactive. 

  OS : Windows 10 64 - 1607v

  Type : vehicle Mount Terminal
