If repairing MSXML and using the firewall repair tool have not allowed you to get the Firewall started, you should contact OneCare support.

How to reach support - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=2421771&SiteID=2

If it fails to validate your subscription, select the option that you are using a trial or beta copy and you can proceed to email support without validation once you've signed in.

  • Since you indicated that you had already tried repairing XML services and tried the firewall repair tool, support is your best bet. However, perhaps one of these links may help:

The detailed support log is above my head. Your best bet, since you can't call them, is to open an email support case. Although it may take a number of emails back and forth, the problem can be escalated and someone can even call you if needed.
