      First off, computers, that are built by large manufactures, that come with Vista Pre-Installed, come with two (2) Product Keys:

     

    1) OEM SLP: This key comes pre-installed in Vista, when it comes from the Factory. This key is geared to work with the special instructions found only on that Manufacturer's computer hardware. So when Vista was installed using the OEM SLP key (at the factory) Vista looks at the motherboard and sees the special instructions and Self-Activates. (that's why you did not need to Activate your computer after you brought it home)

     

    2) COA SLP: This is the Product key that you see on the sticker on the side (or bottom) of your computer. It is a valid product key, but should only be used in limited situations. The key must be manually activated, but you must Activate by Phone.

     

      You can see from your Diagnostic Report that your Vista currently has the OEM SLP Key (seen in your Diag report on line "Windows License Type: OEM SLP") and as such, that key will not match the COA SLP key listed on the sticker on the side of your computer.

     

     

    As for your Non-Genuine issue,

      The core to your particular issue centers on the line in your Diagnostic Report that reads:

     

    File Scan Data-->

    File Mismatch: C:\Windows\system32\wtsapi32.dll[6.0.6000.16553]
    File Mismatch: C:\Windows\system32\crypt32.dll[6.0.6000.16425]
    File Mismatch: C:\Windows\system32\slc.dll[6.0.6000.16509]

     

    This line means that the critical system files either

    a)     Have been tampered/modified/become corrupt to the point that its Signature Hash no longer matches the Signature Hash listed in Vista's System Catalog.

    Or

    b)     The files were recently  updated but the file's Signature Hash was not updated, in Vista's System Catalog to reflect the updated file's new Signature Hash.

     

      Vista compares a Critical System file's Signature Hash with the Signature Hash listed in its System Catalog to determine if that Critical System file has been tampered with.

     

      I am not aware of any Updates that update all three of those files so I do not think that possibility "b" is the cause.

     

    To fix the issue, I have a few options for you:

     

    A) Install Service Pack 1 for Vista (found at http://www.microsoft.com/downloads/details.aspx?FamilyID=b0c7136d-5ebb-413b-89c9-cb3d06d12674&DisplayLang=en). These File may be included in the SP1 install and if so, they will overwrite the bad ones and resolve the issue.

    (Note: this is the simpler way to resolve, but be aware that I have not received confirmation that all these files are, in fact, included in SP1. So if this option does not resolve the issue, please see option B).

     

    B) Repair Windows using System Restore:

    1) Reboot Vista into Safe Mode

    2) Go to Control Panel

    3) On the left hand side of the Control Panel window, Click on "Classic View"

    4) Double-click "Backup and Restore Center"

    5) On the left hand side of the window, click "Repair Windows using system restore"

    6) Select "Choose Different Restore Point", Put a check in the box that says "Show restore points older than 5 days", select the restore point that corresponds to the date Before you first noticed the issue.

    7) Click the "Next" button.

    8) Reboot back into Normal mode

    9) Vista should no longer be in Reduced Functionality mode

     

    Your last option would be to reinstall Vista, but before you do that, create a (no cost) support request for additional assistance.

  • Oops, I marked the reply as UNHELPFUL in error.

    Thanks for your reply.

    A) I had tried already to install SP1 ...... it looks as though it is installing then after approx. 5 minutes I get an error window:

    "Error

    An internal error occurred whilst installing the service pack.

    Error code: 0x800F080D. See
    http://go.microsoft.com/fwlink/?LinkId=101139 for details."

    I have followed through all the request on this page but still unable to install.

    B) The laptop WILL NOT go into safe mode......just restarts.

    How do I log  a (no cost) support request?

    No Vista DVD came with the laptop so I will not be able to re-install.
