According to your MGA report, you have a Volume License version of Windows 7 Professional installed. This version can only be activated by the business enterprise that owns the Volume License. If you do no have an association with this business entity, you'll need to perform a "clean install" of Microsoft Windows using the recommended Dell recovery method.
Using the Dell recovery partition:
Restart your PC and press Ctrl+F11 at the Dell logo. You will be given an option for the Dell Recovery Restore Utility. Use it to do a destructive restore, remembering NOT to use your name as the owner. You might want to enter the word 'Owner' as the primary user when asked to enter a name.
