Hi.
I need to install CRM4 in a Windows Server 2008 Small Business premium MACHINE.
I need to migrate data from CRM3 to this new machine.
Can i do that without installing CRM3 ?

Yes i have downloaded this file already but it says that is necessary to install CRM3 and then launch the CRM4 installer to upgrade.
My question is if i can migrate just the data in SQL Server without installing CRM3

If you really want to do this then there are a number of ways to migrate the date, MSCRM Data Migration Manager, Scribe, DTS, etc..

As mentioned, if you just want the data you can import with an import tool but the path is not simple. The simplest path is the one you've identified but I'm fairly sure you can't run CRM 3 on 2008. If this is the case you'll need to create a staging virtual machine which is compatible to both v3 and v4. You can then install v3, redeploy your database, upgrade to v4 and then deploy the database to production.
