Upgrading Windows on Chinese System

Not sure what forum to put this request in. We have a client in China with Windows 7 (Professional Service Pack 1 - Chinese Version) computers. Our application makes use of English Speech Recognition for which, I understand, an upgrade to Ultimate and a download of an English language pack will be required.
Communication with the client has been a little difficult, and I would like to know in advance what is required to upgrade their machines and preferably have at least one upgraded before I visit there.
I understand the process to be that an Anytime upgrade key may be purchased online.
1. Do I need to know the existing Windows Product ID, or will it work for any machine?
2. Does this need to be purchased from a Chinese vendor, or can I do this from New Zealand?
3. Do the machines subsequently need to connect to the internet for validation of the upgrade? I fear this may be a problem with the Chinese firewall..

I know how to upgrade language packs. My questions were really about the info I need to upgrade to Win7Ultimate in China. The language packs should be simple after this.
