Hi,

Project Server 2010 has been installed in English. Now the users would prefer to use it in French. Is it possible to apply a language pack a posteriori?

Yes you can do it now.

both the links are having step to step screen shot which will help you to understand it. But be care full once you apply language pack all the user will see PWA site only in french.

Link is having all the content about language pack also if after some time you want to uninstall it you can do that also.
