adding a dll

Question
-
I'm rebuilding an old 2010 app in 2019Preview and have to start from a new project.
I'm trying to include a classLib.dll (dll I made ages ago in VB) to get this app working again but don't remember how to do that ...
how do I tell my new app that I want it to use a dll?
