Preparing a button to startup a file like Notepad from a client to run in SharePoint

Dear Pros,
I am not a programmer and am searching for help, to prepare a button in SharePoint, ,that is able to start Notepad from a client.
Visual Studio has a lot of opportunities and I am not sure, how to proceed. My understanding is, that I would have to prepare a web part, so I can load it into SharePoint.
As soon as I have a button to start Notepad, I can start to experiment.
Can someone help me on this and guide me?

I jumped from SharePoint to Visual Studio and now will try with the programmers.
