  @MxmXmans,

  At one time it was available from certain countries as explained in this article

   http://www.mydigitallife.info/how-to-register-windowslivecom-email-address-alias/

   - testing the country specific links in the above article no longer function and redirect to explore.live.com

   

  Another poster suggested the route shown in this youtube video - http://www.youtube.com/watch?v=i7bKD5zDN-E

   - also no longer functional after testing the method

   

  Note: The above was tested on XP, Vista, Win7 using IE9
