Unable to change the language to English for edit options on items (records) in SharePoint 2010

  I'm running a SharePoint website. When I go for edit of any items on to it. It displays the options in Vietnamese language. I have done the changes in all the places including content database with language code 1033 i.e. English (UK) and in the Regional language setting to the site on SP administration but there is nothing seems to be done to change the language to English for Edit options.
  
  This seems Codeproject has disabled the functionality for inserting images. I have uploaded the images and used the urls below

  1. Changes in the Site Regional language to English. Screenshot is below

        

  
  

  2. Also changed the content database using querry:

   Update Webs set language = 1033

  
  

  The problem I'm facing is to change the edit options to display in English language. Screenshot is below
