You don't need to have an Exchange server for CRM 2011 to work instead you can have POP3/SMTP servers. Please refer the following thread which answers your question.

Hope this helps.

Hi Marian,
if you are planning Microsoft Dynamics CRM for Microsoft Office Outlook to process users incoming and outgoing e-mail messages for each user the you do not require the E-mail Router.
E-mail Router will be only required for automatic queues incomming messages, worklfows automated emails and users that do not use Microsoft Dynamics CRM for Outlook. E-mail Router supports MS Exchange, POP3 e-mail systems for incoming messages and SMTP e-mail systems for outgoing messages.
Email Router Rule Deployment component lets you deploy rules that are used to route e-mail messages to a forward mailbox from the mailbox of a user or queue. The Rule Deployment Wizard does not work with POP3/SMTP, Microsoft Exchange Online (Microsoft Hosted) e-mail servers and can only work with Microsoft Exchange Server.
So if you are planning to use pop3/SMTP then you would be unable to use Email Router Rule Deployment functionality.
