After using partial HP recovery have lost user info

  Using XP on an older HP computer.  Viruses slowed it to snail's pace. Couldn't run anti-virus or malware programs, even from CD. Used built-in HP recovery (partial) which worked and didn't lose data. Then ran anti-virus finding almost 300 infected files. Only 1 restore point. Now all works well except the 5 local users don't appear. Aren't they still available somewhere? Boots up more like a new computer, 1 user (2 in safe mode-user and admin). Also didn't recover internet connection info. Not my computer, doing it for a friend. They can set it up from here if necessary, but better if I can salvage. Thanks in advance.
