If the computer does not have a base license for Windows, then regardless of whether the installation of a Volume License copy of Windows reports as Genuine or not, the computer is not properly licensed to run a Volume License of Windows, because Volume Licenses are upgrades only. If there is no Genuine base license to upgrade, there can be no Genuine Volume License.
My suggestion would be to purchase and install a qualifying base license for Windows (most often OEM XP Pro), and then use your organization's genuine Volume Licensing upgrade to upgrade the installation to a Genuine Volume License.

Does the computer have a Certificate of Authenticity (CoA) affixed to it for Windows? If so, please tell us the version and edition of Windows listed on the CoA. Do not post the product key.
Or, do you have the mateirals that would come in a retail packaged product of Windows? If so, look for the CoA on the boxtop of the package. Tell us what version and edition of Windows is listed on it.
