windows uefi firmware update fail error code 10 at device firmware

Hi everybody:
I encounter an confusing question. My task is that I want to author a uefi firmware update package on device firmware. when I have written EFI binary and inf file, then sign the file with test certificate, I am ready to update the device firmware by device inf file. (My reference is "Windows UEFI Firmware Update Platform" this document).Then fail error code appeared.
Can anybody give anysolution for this? I will appreciate it if anybody can help.
Thed Device Status is that:
This device cannot start(Code 10)
Indicates a revision number encountered or specified is not one known by the service. It may be a more recent revision than the service is aware of.
