That last is where your should end up.
It seems that the problem is arising because something is blocking the ActiveX controls, or resetting them.
This sort of thing is often caused either by malware, or by overly zealous security programs or settings.
What AV are you using? what other security software do you have loaded? - is it all up to date?

Please try the troubleshooting suggestions outlined in this support article: Windows XP-based computers might be marked as non-genuine when incorrect or corrupted data.dat file is present

the annoying box keeps showing up that the system can't validate. When I go online and resolve now, I hit refresh button, the screen says the validation tool has loaded correctly.Wednesday, April 25, 2012 11:30 PM

Firefox does tend to barf on validation - try using IE or Chrome for anything that requires it.
