windows 7 profssional OS and product key

  I got my laptop preinstalled  with windows 7 professional os  which was given by goverment of Tamilnadu India but my update features are not working properly  frequently it get hang so i decided to format the hardisk and install my os back for that i re quire OS cd and product key but iwas not provided with os cd and product key seprately how do get these
