How do I setup up other users to sign in under their own account? When the computer boots up it shows myself as the administrator and requires my password. On this setting I can not access applications already installed on my computer when purchased. This is the only way I can sign in and I would like to learn how to bypass this so I can access the applications under a different account. I have never had this issue with previous computers. Hewlett Packard says it is a Windows 10 issue and Microsoft needs to assist me with this matter and they can't assist me until I cough some dough up - $149. Is there any accountability from either party to understand what I have purchased here? Please help me.

If i am understanding you correctly, you should just need to do the following to add a user account:
Settings -> Accounts -> Other Users -> "Add someone else to this PC"
If you want to add a user that is tied to a Microsoft Account, just follow the steps in the popup window. If not, follow these steps:
1. Click "I don't have this person's sign-in information"
2. Click "Add a user without a Microsoft Account"
You can then enter the username and password for this account, which will be a local account with no cloud based access unless you tie it to a Microsoft account. Based on what you are saying, that may not be a problem.
