I have users on the OCS server who can see users on the LCS servers but the other way round is not working. The LCS users dont see the OCS users as online and cannot initiate any conversations.
Does the LCS server has a certificate installed and configured on it? Typically LCS deployedments are certificate-less and use TCP but during coexistence LCS-to-OCS server-to-server communications can ONLY be MTLS and require a certificate on each host.Jeff Schertz, PointBridge | MVP | MCITP: Enterprise Messaging | MCTS: OCS

We have an issue very similar to OCSmigrator only the clients CAN talk. The LCS users can't see the presence of OCS users but apart from that everything seems to work fine.
