    For some reason your PC is unable to properly read the SLIC table which should be present in the BIOS which  would enable the OEM_SLP key used in OEM installs to self-activate.
    The solution is to change the Product key to the one on the COA Sticker on the machine's case, using the Change Product Key link at the bottom of the System Properties page
     - you will then probably have to activate by phone.
