In Dec my back up quit. In March I replaced the device with a new WD 1000GB drive. It still says device not connected. Any ideas?

If you can see the external drive in Windows Explorer and One Care does not see the drive you may have to reset your backup plan. See this post on how to reset a One Care backup plan -
