It's likely that you've been attempting to activate Office with a Windows Product Key.
The Key on the COA sticker is for Windows, not Office (read the label and see!)
If you want to use Office, you have to purchase a License (or use the Ad-sponsored Starter Edition) - and MS only currently sell Office 2010.
You can purchase Office either direct from the MS store, or from any reputable software dealer.
